To prepare this recipe, begin by combining the macaroni, eggs, onion, and celery in a large bowl. In a separate bowl, mix the vinegar, mayonnaise, mustard, sugar, pepper, and salt. and stirring well. Gradually add the mayonnaise mixture, so that you can control the creaminess of the macaroni salad. Cover and chill the dish in the refrigerator for several hours before serving.
